The Telecom Billing Challenge:
Our client’s main carrier, Verizon, had not yet assisted them with on-line portal access. The school system received 4,579 pages of monthly billing charges in paper format under a multitude of accounts, creating a huge administrative task to manage and an even harder task to substantiate. Certifying the accuracy of telecom billing requires a specialized level of telecom billing expertise, tariff familiarity and time, all of which the inundated school system had little of. Management believed the probability of billing discrepancies existed and contracted Telanalysis to audit all carrier billing to identify and resolve errors, recover historical over-billings, streamline billing and present cost savings efficiency opportunities.
School leadership was coping with the economic downturn of 2009 that continued to spill into 2010, creating furloughs and a reduced labor force, as well as an incredibly shrinking budget. With no budget to effectively pull from, the school system sought to outsource auditing its telecom billing by riding the Telanalysis contingency ‘No Fee’ RFP contract competitively won from Fairfax County Public Schools (VA). This was the perfect vehicle and partnership to provide a comprehensive solution to their extensive out-of-control telecom billing maze.
The audit uncovered almost $3,000,000 in retroactive refunds, $60,000 in monthly on-going savings and more than $720,000 in on-going annualized savings. The study identified a plethora of pricing inconsistencies, hidden tariff offerings and rates that reduced monthly costs, erroneously charged taxes, erroneous maintenance charges, elimination of superfluous services and circuits and bogus cramming/slamming charges. Two-thirds of the discovery could not have been picked up by automated TEMS software because it dealt primarily with historical billing as it relates to tariff and contractual discrepancies, areas that are seldom, if ever, built into software. The audit helped to establish a solid telecommunications service cost baseline for management and clean carrier bills. Telanalysis consolidated billing to simplify the management process and tutored the client in how to use Verizon’s very useful on-line portal effectively to manage their most critical areas of telecom billing.

The Telecom Billing Challenge:
Our client processed more than 350 invoices per month from four vendors, which were split between two separate counties. Both county management and accounts payable were overburdened by sheer invoice volume and were forced to entrust the accuracy of billing to their vendors. Key personnel knew that they did not have the tariff expertise and skills to manage their telecom billing effectively and suspected that carrier billing errors were going undetected month after month. One of their major concerns was the skyrocketing cost of wireless services.
Telanalysis was selected by the client on the strength of its 20-plus years’ proven track record and expertise in the telecom industry. The client proposed a “project-based” strategy of auditing their billing that was performed in accordance to the client’s wishes over a two-year period. Telanalysis has since completed the initial audit as contracted, and is currently serving as the client’s personal telecom consultant.
Telanalysis’ goal was to resolve all carrier discrepancies, streamline billing, recover all retroactive refunds the client was entitled to, ensure contract compliancy, and investigate tariff offerings that would reduce overall telecom expenditures. Telanalysis implemented an in-depth wireless study utilizing a proprietary database of customized contracts that provided alternative plan offerings, which, alone, resulted in a whooping $8,000 in monthly savings. As of the publication date of this study, Telanalysis’ telecom management has saved the client more than $950,000 in retroactive refunds, $122,000 in realized monthly savings and $1,464,000 in realized annualized savings.

Key management headquartered in Washington, D.C., were interested in having a comprehensive historical carrier billing audit and analysis that would encompass all of its national offices. They were seeking a winning strategy to reign in telecom expenses, recover all retroactive entitlements their organization was due and optimize telecom services.
Our audit exposed several contract non-compliance issues, over-billing and double-billing on multiple services and erroneous billing for superfluous services. Telanalysis was able to reduce on-going monthly savings by almost $6,000 (more than $70,000 in annualized going-forward savings) and secure approximately $190,000 in historic retroactive credits that would have gone unnoticed and uncollected without the audit.
